PY or ZIP extension of plugin in Picard directory?

Hello.

Installing the plugin directly in Picard places the plugin in ZIP format in the directory:

C:\Users\***\AppData\Local\MusicBrainz\Picard\plugins\

Should plugins installed from my disk also be in ZIP format?
